(v) Emphasising the necessity for building up

mutual respect as between the union and the appropriate employers' association so as to permit of collective bargaining in an atmosphere of goodwill.

(vi) Educating workers in the principles, practice

and procedure of collective bargaining and negotiation, the method of presentation of requests for redress of grievances, the necessity for justifying demands for improvements in terms and conditions of employment.

(vii) Stressing the disadvantages of strike action

until all means of settlement have been fully explored and emphasing the need, in the interests of the workers, to regard the strike as a weapon to be resorted to when all other

means of settlement have been tried and have failed.

(viii) Encouraging the growth and continuance of trade unions when formed by suggesting the advantages

trade or organised educational facilities, training, and the establishment on sound lines or provident thrift schemes covering sickness and death.

To advise employers on, negotiation procedure if requested so to do and to bring to their notice, when opportunity occurs, the advantages of mutual co-operation in negotiations with the trade unions representing their workers.

3.

To assist trade unions, both of employers and workers, to formulate arrangements for the settlement of disputes by negotiation and failing such settlement by this means, to provide for conciliation or arbitration.

To advise the Commissioner on all matters concerning trade unions and Whitley machinery.

5.

To bring to the notice of the Commissioner any events or activities which he may observe whether on the part of individuals or organisations of workers or employers which are prejudicial to the development of a sound, healthy trade union movement in the Colony.

To co-operate, when requested by the Registrar of Trade Unions, so as to assist registered unions to comply with the Trade Unions and Trade Disputes Ordinance.

7.

To bring to the notice of the Commissioner any grievances of workers on any matters affecting their conditions of employment which might impair labour relations when such are brought to his attention.

8.

To make recommendations to the Commissioner regarding any alteration in the law which may appear to him to be desirable in the interests of the development of sound trade unions.
